Bingo, Bazaar, Raffle Applications Go Through Police

A new State law began Jan. 1 that those holding bingo, raffles or bazaars must now go through the police department for applications.

“There was a change in the laws for the way permits are issued for bingo, raffles and bazaars. It is taking ownership away from the State and putting it on local police departments,” said Mayor Stewart. “We have a lot of churches and organizations who do bingo. It will be an adjustment for everyone.”

The following are the instructions:

All forms must to be completed and submitted online only. Please disregard any previous forms.

The applicant must register the organization and receive a personal identification number (PIN) prior to applying for a permit. An Identification Number will be issued upon approval. Once approved, the applicant will receive the confirmation via e-mail with further instructions.

All forms must be signed upon issuance of the certificate. Once your application is processed and approved, you will be notified to come in to sign final paperwork and receive your Permit. Permit issuance will be at Police Headquarters, located at 10 Chestnut St, New Britain, CT.

A full payment (check or money order) must be submitted upon issuance of the permit, payable to “City of New Britain”.

BINGO – Eligible Organizations

Any charitable, civic, educational, fraternal, veterans’ organization, religious organization, volunteer fire department or grange, having been established at least two years prior to application, is eligible to apply for a permit to conduct bingo; A permit is always required to hold Class A, Class B and Class C Bingo.

Exemptions:

Organizations whose membership consists of persons 60 years old or more may conduct bingo games for the amusement and recreation of members without a permit, provided the organization:

Has registered for an identification number from the Chief of Police;

Does not charge in excess of $1 for admission;

Does not awared prizes that exceed $50

Only allows active members to assist in operation of the game, without compensation.

Parent-Teacher Association (PTA)

A PTA may conduct bingo games for the amusement and recreation of members without permit, provided the organization:

Registers annually with the Chief of Police;

Pays yearly fee;

Obtains identification number from the Chief of Police;

Does not charge in excess of $1 for admission;

Does not award prizes that exceed $50

Only allows active members to assist in operation of the game, without compensation.

Bazaar/Raffle

A permit is required for all Bazaar and Raffles.

Exemptions:

Any organized church, volunteer fire company or veterans organization conducting a bazaar or raffle:

May be permitted to redeem prizes in cash;

Shall be exempt from the requirement of preserving unsold raffle tickets beyond 90 days after conclusion of holding bazaar or raffle and shall be permitted to dispose of unclaimed prizes after such 90 days and

May file a reconciliation of expenditures and receipts signed by an officer in lieu of accountant.

Quarterly Bingo Summary Worksheet

This report is to be submitted within 2 weeks of the end of each quarter either in person at the New Britain Police Department or via email: permits@newbritainpolice.org.

Verified Raffle / Bazaar Statement

The three designated active members of the Sponsoring Organization must complete the form.

If additional space is required, attach additional sheets.

Submit the form to the City of New Britain Police Department by the end of the following month.
